"Justice is the fundamental principle of a state and the motto of its governors": about another inscription in Oqsaroy

What is written above the basement of the front facade of the western pylon in the wide ornamented band attached to the corner tower of the greatest achievement in the history of architecture of the entire Islamic world, the Oqsaroy Palace?

It should be noted that text is placed in cartouches in the form of an elongated hexagon, divided by geometric patterns. The inscription starts from the basement of the right pylon and goes up almost to the top. Each pylon contains nine cartouches with the same text, if we exclude the two partly ruined cartouches at its top and bottom. However, there must have been more of them as the major part of the inscription cannot be read because of the ruined tympana. Some cartouches with this sententia are well preserved on the facade of the eastern pylon where it goes down along the symmetric surface of the pylon (adjoining the left tower) and ends right above the basement.  The text is written in the thuluth script with white letters on a cobalt blue background. 

Below you can see what exactly this text says: العدل اساس امللك و شعار امللوك 

It means: "Justice is the fundamental principle of a state and the motto of its governors". 

There is another text written in kufic muvarraqa script in the upper line of the inscriptions: 

كالم امللوك ملوك الكالم صدور It means: "Lords' speech are the lords of pronounced words". 

Its letters are gilded.
