PRESIDENTIAL DECREE OF THE REPUBLIC OF UZBEKISTAN
About measures for the effective organization of public administration in the sphere of culture and tourism within administrative reforms
In the republic effective work on the accelerated development of the sphere of culture and tourism is step by step carried out.
At the same time it is necessary to carry out work on diversification of tourist services, especially to development of ecotourism for domestic and foreign tourists with more complete involvement of opportunities of ecozones, the mountain and desert territories, and also the water protection zones of water objects of the country.
It is necessary to create all conditions in the sphere of culture for the system organization of further development of national culture, unique samples and traditions of the Uzbek classical and folklore art, search, identification and support of young talented creative specialists.
For the purpose of operational and high-quality data structure of tasks on the basis of new approaches and ensuring execution of the Presidential decree of the Republic of Uzbekistan of January 25, 2023 No. UP-14 "About First-priority Organizational Measures for Effective Establishing Activities of Republican Executive Bodies":
1. Form:
a) based on the Ministry of Culture and tourism:
Ministry of Culture;
Committee on tourism under the Ministry of ecology, environmental protection and climate change;
b) based on territorial subdivisions of the Ministry of Culture and tourism:
Ministry of Culture of the Republic of Karakalpakstan, management of culture of areas and city of Tashkent, departments of culture of areas (cities);
managements on tourism of the Republic of Karakalpakstan, areas and the city of Tashkent.
2. Determine that established posts of the Ministry of Culture and Ministry of Culture of the Republic of Karakalpakstan, managements of culture of areas and the city of Tashkent, departments of culture of areas (cities), and also Committee on tourism and managements on tourism of the Republic of Karakalpakstan, areas and the city of Tashkent are created at the expense of the operating established posts of the Ministry of Culture and tourism.
3. Approve:
Priority activities of the Ministry of Culture, according to appendix No. 1;
The program of reorganization and renaming of organizations in system of the Ministry of Culture, according to appendix No. 2;
The list of the new establishments formed in system of the Ministry of Culture according to appendix No. 3;
Organizational structure of the Ministry of Culture, according to appendix No. 4;
Organizational structure of the Agency of cinematography, according to appendix No. 5;
"Road map" on deepening of reforms in the sphere of culture and art and transformation of activities of system, according to appendix No. 6*.

4. For the purpose of system reforming of education and implementation of new system national musical and theater, research works and mastery in the sphere of culture and art to determine measures according to which:
a) the Cluster of national musical art is created, the system of preparation, employment and advanced training of highly qualified personnel in the sphere takes root. At the same time:
the single system of schools of mastery with enhancement of educational and research works in the field of national musical art takes root;
unique works of composers, hafizes, musicians and representatives of art of bakhsha notirutsya;
selection of talented youth in the direction of performance of makom, bakhsha and dastan by integration of theoretical and practical knowledge with providing continuity and succession of educational process is performed;
b) the system of display of the created scenic works made from the ideological, spiritual and art point of view on the basis of the single repertoire and training by masters of theatrical and circus art on the basis of traditions "mentor pupil" and schools of professional skill at the state musical, drama and puppet theaters takes root;
c) new initiatives and projects on comprehensive protection and identification of samples of non-material cultural heritage with involvement of the general public, to entry into the international lists and registers, digitalizations, promotion and preserving non-material cultural heritage, and also support of the state organizations performing activities in this direction are implemented.
5. Determine that:
a) since September 1, 2023 in the centers of culture for the further substantial organization of cultural life of the population, especially broad involvement of youth to culture and art:
the modern equipped libraries and movie theaters are step by step created;
the training system to musical and song performance on special paid rates takes root;
b) activities for the organization and holding the international festivals, forums and cultural events of republican level are step by step transferred to private sector in 2024 - 2026.
6. Implement the single system of management directed to simplification of processes of servicing by development of information technologies and digitalization of management in the sphere of culture and art, - "ERP madaniyat" providing:
development of information systems on digitalization of management and organizational processes in activities of the centers of culture, children's schools of music and art, specialized schools, boarding schools, technical schools of culture and art, and also implementation of integration of the state services in filing of application and receipt of the certificate on the termination with the Single portal of interactive state services and information systems of the centers of the state services;
development of information systems on delivery of literature to the centers of culture and blind order-based, special video platform on provision to the population of audiovisual works, and also the Cholg " u.uz mobile application on training of youth in basic knowledge about national musical instruments;
development of information system of online monitoring of receipts in the organizations of system of the Ministry of Culture and implementation of its integration with the automated program UzASBO complex.
7. Create public institutions Uzbekteatr and "The center of education in the sphere of culture". At the same time established posts of public institutions Uzbekteatr and "Center of education in the sphere of culture" are created due to optimization of general established posts of the organizations given in appendices No. No. 7 and 8, and also the expenses connected with their content are financed within the funds of the Government budget allocated to the Ministry of Culture.
8. Make changes and additions to some acts of the President of the Republic of Uzbekistan, according to appendix No. 9.
9. To the Ministry of Culture and the Ministry of ecology, environmental protection and climate change together with the interested ministries and departments in three-months time to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this Decree.
10. Assign to the Minister of Cultural Affairs and the minister of ecology, environmental protection and climate change the personal responsibility for the effective organization of execution of this Decree.
